On April 10, 2024, the Inaugural Conference of Jinan Esports Industry Alliance was held in Licheng District. Nearly 40 esports and game industry-related enterprises, associations, and academic institutions participated in the event.
活动中，市委宣传部二级巡视员赵善海与历城区委常委、宣传部部长魏宏新共同上台揭牌;市文化和旅游局副局长施冬泉、市体育局副局长赵晨光、市投资促进局投资促进一处处长孟庆波、历城副区长赵锋为联盟主席、副主席、秘书长单位授牌；历城区与山东文旅传媒集团、腾讯互娱、济南迅网互联网络科技有限公司、臻动文化(山东)有限公司代表项目进行了签约。

The 2024 CFPL Spring Finals will take place at Jinan Sunac International Arena in Licheng District on April 20. 今年2月，市工信局发布《济南市促进电竞游戏产业发展行动计划(2024-2026年)(征求意见稿)》及《济南市促进电竞游戏产业发展若干政策(征求意见稿)》，文件中提出济南市将以完善基础设施、提升产业能级、创建品牌赛事、创新融合发展、优化发展环境为重点，推动以赛创牌、以赛促产、以产为基、以产促融，深入挖掘电竞市场价值，营造泉城电竞特色文化，实现社会效益和经济效益相统一，促进“电竞+”产业品牌化、国际化、规范化、融合化发展。
In February this year, Jinan Municipal Bureau of Industry and Information Technology released the Action Plan to Promote the Development of Jinan's Esports Industry (2024-2026) (Exposure Draft) and the Policies to Promote the Development of Jinan's Esports Industry (Exposure Draft). These documents lay out Jinan's priority tasks to boost its esports industry: strengthening infrastructure, upgrading industry, creating branded events, advancing innovative and integrated development, and improving the business environment. The city aims to build its esports brand and drive the development of exports industry through hosting esports competitions and advance integrated development based on the esports idustry, thereby uncovering the potential value of the esports market, creating a unique Jinan-style esports culture, and striking a balance between social and economic benefits. This is all part of the city's broader strategy to promote the brand-based, international, standard, and integrated development of the"Esports Plus" industry.
历城区副区长杨克建在介绍历城区基本情况及电竞产业发展思路时表示，历城区围绕“以赛创牌、以赛促产”工作理念，统筹赛事举办、游戏研发、人才引育、电竞装备制造，推动电竞游戏产业与人工智能、文化旅游、工业制造等产业数实融合发展。谋划以历城区融创国际体育中心、唐冶北国际贸易中心片区会展中心，打造符合国际性赛事标准的大型电竞赛事专业场馆，以济钢高炉和厂房资源，打造永久性大型赛事承接基地，形成北中南三馆联动的电竞赛事格局。

He stated that the district is building esports brand and driving exports industry development through hosting esports competitions. It is coordinating event organization, game development, talent introduction and training, and esports equipment manufacturing, to promote the integration of digital economy of the esports industry and real economy involving artificial intelligence, culture and tourism, industrial manufacturing, among others. The district is strategizing to transform Jinan Sunac International Arena in Licheng District and the Exhibition Center at Jinan International Trade Center in Tangye North District to large-scale professional esports venues that meet international event standards. It also plans to construct a permanent base for accommodating large-scale events by harnessing the resources of Jigang's blast furnaces and factory buildings, thus forming a tri-venue esports event framework spanning the northern, central, and southern areas.

The district is concurrently building an esports industry R&D and manufacturing base, with a focus on esports equipment and game development, within the Supercomputing Digital Economy Innovation Circle. The Jinan International Trade Center is being transformed into an esports industry-related business park, integrating exhibition sales, e-commerce, live streaming, and trade. Plans are underway to welcome leading companies to establish regional headquarters within the Science and Innovation Industrial Park in Jigang District. Licheng District is planning to launch a three-year esports industry development plan and supporting policies, fully committed to project planning, investment attraction, talent introduction and training, and policy support. The ultimate goal is to comprehensively drive the esports industry in Licheng District to make new advances and lead the way.
