Jia Naifu was the first Communist Party member in Qihe County. He was born in 1900 in Houliren Village, Antou Township, Qihe County. In 1920, he met Wang Jinmei, Deng Enming and Wang Xiangqian at the Qilu Book Club. In 1923, he served as chairman of the Jinan Local Executive Committee.
